The planned Truth and Reconciliation Commission -- modeled on a similar panel in South Africa -- has received support from more than 100 non-governmental organizations within Bosnia, Finci said.
It would require an internationally funded $12 to $15 million operating cost, and still must gain the formal support of Bosnia's political parties, something Finci said is hoping to achieve during this fall's national elections.
The Bosnian commission will focus on allowing people to express anger lingering from the war and serve as a task force to avoid ethnic violence in the future, Finci said.
Instead of recommending prosecution or restitution, it will propose memorials, as well as political, education and religious reforms.
Finci said proponents of the commission hope to find a Nobel Peace Prize laureate or former national leader to serve as the commission's chair.
